Internet as Global Educational Community

I got the book Globalization and Education by Bubules and Torres from the local University Library. I started reading Chapter 14 where Bubles asks "Does the internet constitute a global educational community."
He mentions the possibilty of greater tolerance for diversity based on exposure to a variety of cultures.
He begins his argument by examining some definitions of the understanding of "community"
  • groups with common shared values negotiate and arrived at by consensus; more or less harmonious
  • groups held together in dynamic tension of agreement or disgreement but with ulterior motives for remaining engaged, plurality vs commonality Arendt
  • cohabitation; living in proximity with out integration, assimilation or even mutual recognition.
  • defined by the groups, individuals, or interests excluded
With these definitions in place he describes the conditions of community as;
  • mediated and he suggests that F2F relationships are mediated by body language, social conventions, modes of address (Ellesworth) etc and they are not necessarily more accurate that those mediated in other ways.
  • political usually democratic not always consensual nor based on proximity, homogeneity, or familiarity. alows for minimizing the risk to identity and affiliations
  • place and space space becomes place through a process of mapping, adaptation, formation of trails, architecture,
